Richard Teng is the CEO of Binance, the world’s largest blockchain and digital asset ecosystem, and the former CEO of the Financial Services Regulatory Authority at Abu Dhabi Global Market (ADGM). With over three decades of experience across global finance, regulation, and technology, Richard brings a rare dual perspective as both a regulator and an industry leader driving responsible innovation in digital finance.
At Binance, he leads the company’s global strategy to foster growth through transparency, compliance, and collaboration with regulators and policymakers worldwide. Before joining Binance in 2021, Richard built ADGM into one of the world’s most advanced regulatory frameworks for digital assets, and previously served as Chief Regulatory Officer at the Singapore Exchange (SGX) and Director of Corporate Finance at the Monetary Authority of Singapore (MAS).
